The Comprehensive Addiction and Recovery Act of 2016 has been signed by President Obama. There are many good things to say about CARA but some fear that it fails to provide any real resources for those seeking addiction treatment to get the care they need. President Obama said the “78 Americans die from opioid-related overdoes a day, and there are not enough facilities to handle the amount of care needed. The president mentioned that his Administration is doing everything they can to increase access to treatment, and he is going to continue fighting to secure the funding families desperately need. Although the bill is granted over 180 million dollars for treatment addiction services, it falls sort of the proposed $1.1billion Obama recently asked for. More than 47,000 U.S. drug abuse deaths were recorded in 2014, double the number in 2000. The government estimates more than 2 million people abuse opioids, which are potentially addictive pain medications.
On a positive note, CARA will allow the expansion of Naloxone for overdose incidents. The expansion of the prescription drug will allow more doctors to see more patients. Also with the growing prescription drug monitoring program doctors will be allowed to see a patients prescription history. With prevention and education efforts curbing the opioid addiction epidemic could start within the doctor’s office. CARAs provisions include: expanding the availability of the opioid antidote naloxone to police and first-responders; encouraging states to seek alternatives to jail time for addicts; allowing more medical professionals to administer medications that can fight addiction; and expanding prescription drug monitoring programs to identify patients at risk of addiction, among other measures.
